The Washington Evaluators is managed by a Board of Directors as well as other volunteers. Five voting Board positions are elected (unless filled by appointment due to vacancy). The Presidential cycle is three years, with the elected individual serving first as President-Elect, and then assuming the role of President, and then Past President. The Treasurer and Secretary positions are held for two years. Four other voting Board positions are appointed by the President and confirmed by the Board. Matt has 20 years of experience in the fields of monitoring, evaluation, learning and program management across the public sector--at the local and federal levels--as well as in the non-profit and international sectors. Currently, he is a Senior Consultant at Guidehouse LLC where he is supporting the US Department of State to improve its monitoring and evaluation practices. Previously, Matt worked in evaluation at the United Nations in Colombia, at the Mayor's Office in New York City, and with NGOs in the Philippines, El Salvador, and Haiti, among other places. He is a Returned Peace Corps Volunteer having served in Paraguay from 1995-2000. Her professional career encompasses impactful roles with the United Nations, UNICEF, various nongovernmental organizations (NGOs), and the United States Government. With a doctorate from Cornell University, Dr. Nichols has successfully designed, managed, and implemented monitoring and evaluation projects across Africa, Asia, the Caribbean, the Caucasus, and the South Pacific. A longstanding member of the American Evaluation Association (AEA) since 1994, she served on the AEA Board of Directors from 2010 to 2012 and contributed to AEA’s Slate Committee for three years. As Program Chair, Quisha aims to bring her expertise in evaluation, social outcomes, and fiscal responsibility to Washington Evaluators programming. Her focus is on advancing the evaluation field with tools and strategies that promote accountability and measurable social impact. Chandria JonesMembership Chair Chandria D. Jones, PhD, MPH, has over 20 years of experience leading culturally responsive and equitable evaluation, research, and learning initiatives. She is a Principal Research Scientist in Public Health at NORC at the University of Chicago and an internationally recognized evaluator in the field of culturally responsive and equitable evaluation. Her work spans federal agencies, foundations, and community-based organizations, with a focus on health equity, behavioral health, systems change, and community-engaged approaches to evaluation. Dr. Jones is the editor of Culturally Responsive and Equitable Evaluation: Visions and Voices of Emerging Scholars and is deeply committed to mentorship and strengthening pathways into the evaluation profession. She holds a Bachelor of Science in Biomedical Science from Texas A&M University, a Master of Public Health in Epidemiology from Florida International University, and a PhD in Behavioral and Community Health from the University of Maryland, College Park. Nicole GermanoCommunications Chair Nicole Germano is a Monitoring and Evaluation Specialist with the Department of State’s Bureau of Educational and Cultural Affairs (ECA). In her current role, she manages program evaluations, implements the bureau’s performance monitoring framework, and has helped expand the team’s learning line of effort. An emerging evaluator, Nicole previously worked in digital marketing. She holds bachelors’ degrees in journalism and Spanish as well as a master’s degree in international development from Ohio University. COMMITTEE MEMBERSIvana MirandaIvana Miranda, MBA, DTM facilitates the WE AI in Evaluation User Group and assists with overall WE Programs. She is a speaker, educator, and certified AI consultant with 25+ years of experience turning complex dialogue into meaningful action. From business operations and logistics to trauma healing, the arts, and biblical scholarship, Ivana's work centers on the power of the spoken voice. Whether you're navigating the "how-to" or ethics of AI or the hurdles of public speaking, Ivana offers a map and a megaphone. Aditi ManochaAditi Manocha is a data privacy and policy professional with experience in communications, programs, and stakeholder engagement. She is a systems thinker, facilitator, and certified holistic health and wellness coach who enjoys bringing people together through thoughtfully designed experiences. Aditi is an alumna of The Fletcher School in Medford, MA, and has lived and worked in Washington, DC for over a decade. Anirban Ghosh Anirban Ghosh is a research leader and data scientist who loves helping evaluators turn data into insights that matter. Over the past 15+ years, he has worked across education, nonprofits, commercial, and global projects, blending advanced analytics—like causal inference, predictive modeling, and natural language processing—with a practical, evaluation-focused mindset. Today Anirban works as an independent consultant, partnering with organizations to bring insights from data so teams can move from raw data to actionable findings faster and with the same rigor. Earlier in his career he led multi-state program evaluations at Save the Children, launched NLP-driven products at Gartner, and built the quantitative research division at Hanover Research. Anirban holds advanced degrees in economics and mathematics and enjoys making complex methods approachable for fellow evaluators. He’s passionate about sharing how AI can strengthen evidence-based decisions and free up time for deeper learning. Sara Gopalan Sara Gopalan is a global Monitoring and Evaluation (M&E) advisor with more than 20 years of experience supporting health and humanitarian programs across over 25 countries. She currently serves as a Global M&E Advisor with International Medical Corps, where she helps design monitoring systems, lead evaluations, and strengthen data-driven decision-making across complex, multi-country programs. Sara has lived and worked throughout Africa and Europe, is fluent in Spanish, and is committed to helping organizations use evidence and learning to improve impact.
