Please join us for the first 2020 Washington Evaluators brown bag presentation -- Leading and Learning through a Dynamic Performance Management in Government: Lessons Learned from Federal Acquisition Service -- led by Ioana Munteanu, Dr. Kathryn Newcomer, and Crystal Philcox. This brown bag will be held on Wednesday, February 12 from 12:00 to 1:30 PM at the IBM Center for the Business of Government (600 14th Street NW, 2nd Floor). Ioana Munteanu, Federal Acquisition Service Data and Evidence Lead, Dr. Katny Newcomer, Professor of Public Policy and Public Administration at George Washington University, and Crystal Philcox, the Federal Acquisition Service (FAS) Assistant Commissioner for Enterprise Strategy Management and the sponsor for FAS Data and Evidence Initiative will propose and discuss a new performance management framework and a management tool needed to implement it.

Ioana Munteanu and Dr. Newcomer will discuss the article they published in the Public Administration ReviewLeading and Learning Through Dynamic Performance Management  in Government, in which they argue that agencies should take advantage of the opportunities provided by the big data and by developments in the analytical technologies. They propose a more comprehensive open systems performance management framework and a model of leadership needed to manage such complex systems—knowledge brokers who orchestrate the demand for and supply of evidence.

Crystal Philcox and Ioana Munteanu will present how the FAS uses the concepts presented in the paper to better manage data as an asset and respond to the Evidence Act implementation requirements.
