This presentation is co-hosted by Washington Evaluators and the Center for Learning on Evaluation and Results-Anglophone Africa (CLEAR-AA), to further promote opportunities for transnational learning and exchange.

Parliaments across the African continent are increasingly recognizing the importance of strengthening evidence use and M&E processes to effectively fulfill their oversight, legislative and representative functions and more broadly to contribute to good governance. However, parliaments are complex political institutions and a number of negotiation processes are constantly at play in terms of demanding, generating, assessing and using evidence effectively. Within this dynamic ‘system of evidence use’, parliamentarians and parliamentary staff have to carefully navigate a range of enabling and constraining factors in their efforts to use evidence effectively to inform decision-making. These factors range from logistic and technical factors to deeper issues related to the politics of evidence use. CLEAR-AA has been working with various partner organisations such as Twende Mbele, and the African Parliamentarians’ Network on Development Evaluation (APNODE), among others, to strengthen the capacity of parliamentarians and parliamentary staff (researchers, content advisors, and M&E officers) to generate and use evidence effectively in policy decision-making to ensure better development outcomes. This webinar will share information about the approaches and experiences of CLEAR-AA and its partners in attempts to raise awareness and strengthen evidence use and M&E processes in African parliaments.

Presenter

Hermine Engel currently leads the Centre for Learning on Evaluation and Results – Anglophone Africa (CLEAR-AA)’s programme work on Strengthening Legislatures in the East and Southern African regions. She joined CLEAR-AA in February 2018 as a Monitoring and Evaluation Technical Specialist, largely responsible for the implementation of the Regional Peer Learning Programme on Strengthening Evidence Use for Legislative Oversight. Her diverse work experience prior to joining to CLEAR-AA cuts across the civil society, grant-making and academic sectors, and has included an emphasis on the interrelated areas of participatory governance, socio-economic rights, civil society strengthening, as well as students’ academic development. She holds an MA in Development Studies from the International Institute of Social Studies (ISS) in the Netherlands, and an MA (cum laude) in English Literature from the University of the Western Cape (UWC) in South Africa.
